U.S. District Court for the Northern District of Georgia found that the probate judge violated Georgia law by failing to issue the GFL within 60 days of the application?

Does this in any way imply that counties other than Henry may soon be held to the 60-day licensing limit? This would be great, and welcome, news. I waited 78 days.
