					<description>Exhibit A HB 1122 appears to be a proposed change in the law, not law by a long shot. Is it possible that Atlanta believes it can Just make up it's own rules and laws by having a bill placed in motion. If so I guess we could assume at this time the we can act within the law as HB89 spells out.</description>
